Wiltshire College & University Centre

has parking at each of its campuses and centres, available for use by students, staff and authorised visitors while on College business.

The amount of parking space available is limited and on a first-come-first-served basis; the College does not guarantee vehicle access or parking facilities to any member of staff, visitor or student unless they are driving a College owned or leased vehicle.

This is complicated by the fact it is believed that the car parks are often used by unauthorised users.

To combat this unauthorised use of our car parks - and thereby free up space for our students and staff - the College has entered into a partnership with ParkingEye Parking Solutions.

We have implemented a parking management solution at NO CHARGE to students, staff or authorised visitors.

ParkingEye Limited is the largest provider of Automatic Number Plate Recognition (ANPR) in the UK and works with clients to ensure that there is a free flow of traffic through their car parks so that genuine users are not inconvencied by unapproved parking.

How does it work?

ParkingEye is installed at our Chippenham, Salisbury and Trowbridge campuses. The system works as follows:

  1. Vehicles entering campus have their vehicle registration numbers (VRN) captured by ANPR camera.
  2. Unregistered vehicles (visitors, delivery vehicles etc) are permitted 15 minutes waiting time. If they leave before the 15-minute waiting time is up they will not receive a Parking Charge. If they are staying longer than the 15-minute waiting time they should go to Reception and register their vehicle as a visitor using the Touch Screen Terminal (TST) provided before they leave the campus.
  3. Any unregistered vehicle - not booked in as a visitor – that leaves the car park after the 15-minute waiting period will be automatically issued a Parking Charge Notice by ParkingEye. This Charge is set at £100.00 and goes direct to ParkingEye – none of the parking charge goes to Wiltshire College.

Student permits and summer holidays

Student permits for each college year (starting September) will not be effective until a date publicised each year. Therefore, throughout the period 01 August until publicised, any student coming on to Trowbridge, Salisbury or Chippenham campuses must register their car as a visitor using the touch screen terminal located in Reception. Failure to do that may result in the receipt of a Parking Charge Notice of up to £100.

Who can register for a car parking permit, and how?

Staff and students: All staff and students who will use the College car parks should register for a car parking permit or run the risk of receiving a Parking Charge notice.

Staff: New members of staff will be registered as part of their pre-employment documentation. Existing staff members who need to obtain or update a car parking permit should contact quoting PARKING EYE in the subject header or telephone the Estates department.

Students and staff may register a maximum of two vehicles.

If they do not register their vehicle or use an unregistered vehicle (e.g. garage courtesy car) then they must register as a visitor on each day that they enter the college.

Visitors to Wiltshire College & University Centre

Please remember that all visitors (i.e. anyone who does not hold a valid Wiltshire College ID badge) must report to the Main Reception and sign in as a visitor.

Visitors to Chippenham, Salisbury and Trowbridge who are staying for 15 minutes or longer must also register their vehicle at Reception before exiting the campus. This is done using the TST available in Reception.

Parking and access rules

The College has an approved Vehicle Access and Car Parking Procedure. Wiltshire College reserves the right to withdraw Car Parking Permits and ban persons from bringing vehicles onto Wiltshire College sites.

Staff, students and authorised visitors may use Wiltshire College car parks only while on college business.

A person/vehicle in violation of the procedures below will be dealt with in accordance with the approved Vehicle Access and Car Parking Procedure.

Vehicle Access Speed: The speed limit on all College sites is 10 MPH.

Highway Code:

All drivers must comply with the Highway Code, including adhering to traffic and instructional signage e.g. speed limits, yellow lines, hatched areas and give way signs.

Driver and Vehicle Regulation: All vehicles accessing College sites must be insured, MOT’d and taxed in accordance with the requirements of the Highways Act 1980. Drivers must hold and be driving in accordance with an appropriate licence for their vehicle.

Motorcycles and bicycles are to be parked in specifically designated areas and not in car parking bays.

All vehicles are parked at your own risk and the College will take no responsibility for any damage to vehicles while parked on-site however caused. Some car parks are designated for student or staff use and signed accordingly – car park users must comply with these signs and display an appropriate permit in order to park there.

All student and staff cars parked on-site must register their vehicles with ParkingEye and be parked in accordance with the guidelines in the Vehicle Access and Car Parking Procedure.

Visitor parking and reservation

A limited number of spaces are reserved and marked for external visitors only – these must not be used by College staff or students (note that staff or students visiting other College sites are not deemed to be visitors). Visitors’ parking spaces are bookable via reception at all major sites.

Disabled Car Parking

Disabled Car Parking Provision has been made for disabled persons by means of suitably marked accessible bays. These bays are for the use of disabled persons only: a person is considered disabled if they are registered with a local authority and are displaying a current disabled persons parking badge.
